DESCRIPTION: In 2015, WSU became part of a U.S. Department of Energy (DOE)-sponsored project to research, develop and demonstrate technologies needed to create “smart” buildings, campuses and cities to better manage energy usage. Led by Pacific Northwest National Laboratory (PNNL) and including the University of Washington (UW), the pioneering regional partnership brings the three campuses together to demonstrate transaction-based energy management for the first time, testing the large-scale use of transactive controls involving multiple buildings and devices. The transactive idea combines financial signals and control techniques to shift energy usage in devices, buildings and campuses.

As part of the project, WSU researchers will install solar panels on the Pullman campus for the first time and integrate them into Pullman’s “Smart City’’ test bed and WSU’s microgrid system. The WSU researchers will be showing how the WSU Pullman campus can power critical city infrastructure in the event of a power outage.

The solar array communicates automatically with generators at WSU as well as with a unique, one megawatt energy storage battery in Pullman. The campus system communicates automatically with electric meters at both the PNNL and UW campuses.

The solar array consists of a 33.66 kWdc rooftop mounted system, and a 48.96 kWdc ground mount system, which also includes a 6.1 kWdc student demonstration system. Installed system size was 82.62 kWdc with capacity for an additional 30.6 kWdc.

DESCRIPTION: This project was a design/build effort for a 68 kW fixed ground mount solar PV array for the City of Palouse at their well pump site. The system offsets their utility usage by 82,000 kWh saving the City almost $9000 per year.

The system is comprised of 216 315w modules. Power is converted by 9 Itek Energy PVI 6600TL inverters and is connected to the Avista grid at 480 volts, 3 phase. The system offsets their utility usage by 82,000 kWh saving the City almost $9,000 per year.

East Adams Rural Hospital

East Adams Rural Hospital

DESCRIPTION: The electrical design consists of integrating two (2) projects, spread across several different contracting methods to address multiple code issues faced by the hospital.

The first project was an ESCO project designed to replace the HVAC and lighting systems, and also included replacement of the existing emergency generator and upgrading the existing NEC 517 emergency power systems. The first project was financed through State DES funding sources.

The second project was a design/bid/build project designed through a local architect for the general building renovation and addition, financed through a bond issue.

DESCRIPTION: PCI designed this 15.48 kW, tilt adjustable ground mounted photovoltaic system. This system provided the capability to compare the production of micro-inverters against both optimized and non-optimized string inverter technologies, as well as 3 types of module construction. System monitoring included inverter and module level production, power quality, and a set of environmental sensors for each module type.

OYA Young Women’s Transitional Facility

DESCRIPTION: This project was built in part with state stimulus money from the Go Oregon economic recovery project, and is designed to take the place of the Corvallis House, a 100-year-old building in Corvallis that served as the transitional site for many years.

This project includes design of a new transitional facility adjacent to the existing Oak Creek Correctional Facility. Electrical design included normal and emergency power systems, including lighting, power, fire alarm and data/telephone systems. Low voltage system design included intercom and paging systems, access control systems and interconnects to the existing CCR in the adjacent Oak Creek Correctional Facility.

Okanogan County Courthouse

Okanogan County Courthouse

DESCRIPTION: Design of electrical systems upgrade and remodel to accommodate HVAC system remodel, which included replacement of the existing oil boilers with electric, new fan powered VAV boxes, and air handling units. Design encompassed modifications of the existing electrical switchboard and distribution system, along with customization of the emergency power system. Design also included fire alarm system replacement and the addition of an access control system. The Courthouse is listed on the National Historic Register.

DESCRIPTION: The Project is located at the California State Prison, Solano (SOL), an adult male prison with custody Level II and III inmates, in the City of Vacaville, California. The purpose of the health care facility improvement project at SOL is to remedy deficiencies in the health care components established by the California Correctional Health Care Services (CCHCS) program for Intermediate institutions. SOL has deficiencies in medication distribution, primary care, specialty care, and health records. The Project includes three sub-projects including the construction of new buildings, renovation of existing buildings, and ancillary site improvements to inmate movement including pedestrian sallyports . The following sub projects are intended to remedy the above deficiencies for this campus:

DESCRIPTION: This expansion and retrofit project included the addition of an 11,000 SF multipurpose building on the existing 4-acre site. The new free-standing facility includes a full-size basketball court, family visiting rooms, and two large multipurpose rooms for additional programs. The new facility will include a wireless duress system, digital intercom/paging, an IP CCTV system, and controlled doors from the existing central control location in the Juvenile facility.

In the existing 38,000 square foot, 90-bed Juvenile facility, existing intercom/paging devices, and door control systems were updated and integrated into a new single control system that allows a control officer to monitor both facilities. A new IP based CCTV system and local storage was provided that replaced all existing cameras in the Juvenile Hall. Design documents were provided for the following systems:

  • Cell and movement door control systems.
  • CCTV system.
  • Digital audio systems.
  • Personal Duress Alarm systems.
  • Network infrastructure.
  • UPS Systems.

DESCRIPTION: This project consists of a police department addition and remodel of adjacent space in the existing city hall. This project has improved building safety, expanded holding cells, detectives’ spaces, and officer work space. The design also created space for interviewing, evidence handling, and a secure intake sallyport.

Security electronics system additions include door control, CCTV, intercom and paging, gate control and access control systems for processing, intake and holding areas, interview rooms, and offices.

DESCRIPTION: The DeWitt Nelson Complex Annex consists of 14 buildings originally built in 1967 to be used as a youth correctional facility. This project converts the usage to house a significant portion of the Specialized General Population (SGP) and the Enhanced Outpatient Program (EOP) of the state prison population; renovates and alters existing facilities for the re-purposed mission; adds new facilities including a new perimeter system with towers, a lethal fence, and vehicle sallyport; and provides for a common low voltage security electronic, fire alarm, IT/data, and maintenance management infrastructure as the adjacent California Health Care Facility, a mental and medical health prison.

The project includes developing bridging and criteria documents, plans, and system layout for California Department of Corrections and Rehabilitation (CDCR) to delineate technologies to be used in a new 1,133 bed medical and mental health prison on the existing Stockton prison campus. LEED Silver

DESCRIPTION: The goals of this project were threefold: to integrate the existing campus CCTV system into a single unified network architecture; to replace all cameras on separate, discrete DVR systems and integrate these cameras into the campus networked system; and to provide new cameras as needed for safety, security and PRIA considerations. Some of the existing cameras were ONVIF compliant and consequently could be integrated with the new networked campus system. Approximately 325 cameras were modified, replaced, or added to the campus system. In addition to CCTV system replacement, hardwired control panels at Central Control were replaced with touchscreens to provide reliable integration and call-up of the networked camera system. UPS systems were also replaced due both to battery failure and system age.

DESCRIPTION: Grande Ronde Hospital is a not-for-profit, 25-bed Critical Access Hospital (CAH). In addition to the Hospital and its broad range of diagnostic, surgical and therapeutic outpatient services, the main facility also houses the Regional Hematology and Oncology Clinic, the Family Birthing Center, the Rehabilitation Therapy Department and Gym, and the Home Care Services Department which includes Home Health Services and Hospice Care. Grande Ronde Hospital is accredited by the Joint Commission and is a member of the American Small Hospital Association.

This project relocates the existing chiller plant to a centralized location, freeing up valuable space for the OR expansion. Additionally, this project cleans up various issues with the site primary distribution systems and provided a preliminary emergency power study to determine the feasibility of co-locating the emergency power generator plant with the chiller plant.

DESCRIPTION: The WOW-Jerome, Idaho warehouse, located just 100 miles southeast of Boise, Idaho is an ASI Superior Rated food grade distribution center that began operations with 232,650 square feet and has grown with an expansion to 307,650 square feet. The WOW-Jerome DC is a multi-temperature facility with ambient (dry) and refrigerated (cooler) warehousing storage areas, as well as a USDA approved cheese grading room. The refrigerated area is designed for variable temperatures ranging from 40 degrees to 53 degrees. This Jerome, ID public warehouse offers easy access to Interstate 84 and is rail served by the UP (Union Pacific) Railroad. The WOW-Jerome Distribution Center is a featured Cheese Financing Program facility.

The electrical design included a 3000 amp utility service entrance, normal power distribution, lighting, and lighting control.
