Indiana Professional Center

Design of 30,000sf shelled business space capable of supporting, professional, medical and dental offices. Design included coordination of utilities with local power, telephone cable TV and fiber optic utilities to provide on-site services. Design included site lighting and power, interior lighting, power, fire alarm, and communications systems. Pennell Consulting also provided electrical services for the adjacent 30,000sf Premier Development Center.

PUD #1 of Chelan County Fire Alarm System Upgrade, Phase I

Design of fire alarm system upgrades for the 70,000 sq ft Headquarters Building and 40,000 sq ft Services Building. The Services Building was interconnected thru an existing site ductbank with a multi-strand, multi-mode fiber optic cable and provided annunciation and alarm information to the centralized fire alarm control panel in the Headquarters Building. The Headquarters building is connected to a centralized reporting service. Additional integration was required to shunt the alarms for the existing security system egress doors based on zone specific alarming.

Pennell Consulting, Inc, also provided electrical services for the other following projects for Chelan County PUD, which include:

Riverwalk Village

Design of electrical systems for a 25,000sf office building in Tri-Cities, Washington.

Sandpoint, Downtown Revitalization

Design of electrical systems and lighting systems to support the transportation and downtown revitalization infrastructure within 4 city blocks. Project included support for future fiber optic distribution systems and support for a centralized plaza and park. This project tied into a previous phase of work, Upgrades to 5th Avenue, designed by our office, to continue the modernization and upgrade of the street lighting citywide. Lighting fixtures were chosen to preserve the look and feel of the historic sections of downtown Sandpoint.

California Prison Receivership, Medical and Mental Health Facilities

The project includes developing bridging documents, work plans, and system layout for the California Department of Corrections and Rehabilitation (CDCR) to delineate technologies to be used in 10,000 medical and mental health bed addition spread between 7 campuses of approximately 1500 inmates per campus. Documents are being provided for the following systems:

  • Perimeter detection systems consisting of a lethal fence and buried cable detection system.
  • Cell and movement door control systems consisting of PLC based door control with touchscreen interface at the Central Control Room, and either touchscreens, PDAs or telephone/PBX system operating the PLC’s in the housing buildings.
  • CCTV system including digital video recording with records retrieval workstation.
  • Digital audio systems for both intercom and public address.
  • Access control systems for movement doors within the medical treatment mall.
  • Campus radio and paging systems.
  • RFID Inmate tracking and custodial officer duress alarm systems.
  • RFID Tool tracking systems.
  • Inmate telephone systems.
  • Nurse call systems.
  • Telemedicine systems.
  • MATV systems.
  • Standard Automated Preventative Maintenance System.

Chehalis Public Safety Facility

Electrical and Security Electronics design of new public safety facility with courtroom, police station, evidence storage, intake, booking, jail and control room. Electrical system design included normal and emergency power systems, lighting and branch circuit wiring, and interface to site utilities. Security electronics system design included PLC based door controls, hardwire graphic panels, intercom and paging, access control, duress alarm, CCTV, and UPS systems.

High Desert State Prison, Prison 8 Perimeter Detection System

The project includes providing fence disturbance system and a buried cable intrusion detection system along a 6500lf perimeter fence. Bi-static microwaves are used at the vehicle sallyport and the administrative sallyport. The system has dedicated touchscreen monitors in the Central Control Room and annunciation at the vehicle sallyport located in the tower. An RF system is also included to provide annunciation to perimeter patrol vehicles. Perimeter CCTV system call-up is included in both the Central Control Room and the vehicle Sallyport tower.

Okanogan County Jail, Dispatch Center Remodel

Design of County emergency operations and 911 center renovations within the existing jail. Pennell Consulting also provided electrical and security electronics design services for the other following projects for Okanogan County which include:

  • Courthouse Electrical, HVAC, Security and Fire Alarm Upgrade
  • Jail In-Custody Courtroom Remodel
  • Jail Phase II Dormitory Remodel
  • Jail Phase III Dormitory Remodel

Southern Nevada Women’s Correction Center

The project includes providing a 55,000 square foot addition on the existing 140,000 square foot facility. The addition will contain 160 beds for housing and a secure medical wing with 12 additional beds. The existing perimeter fence is extended to include the new cellblocks.

The security electronics design includes design of a new, fully redundant touchscreen system for each new housing control room and the existing central control room. The touchscreen system is integrated to a programmable logic controller for door controls, a digital audio intercom and paging system, a perimeter fence detection system and a the CCTV system that also includes a digital video recording system. The new security electronics system is separated from the existing electronics system.

The existing PIR perimeter fence system is being removed and as the perimeter fence is being extended, will be replaced with a fence shaker type of detection system, which will be extended to cover the entire perimeter. Along the new fence perimeter, a new CCTV system is being provided.

Low voltage electronics rooms were designed with modular UPS systems connected to a generator backed source to ensure continuous security system operation.

Sunnyside Law and Justice Center

Design of hardwire control panel replacement with new touchscreen system, design of interface to existing PLC door control system, replacement of existing intercom system, addition of new CCTV cameras, provisions for a UPS system for security system components, and modifications to the existing fire alarm system.

Yamhill County Juvenile Detention Center

Security electronics design of dayroom expansion and additional cells. Design of remodel of the existing control room and design of door security systems using relay logic controls to match existing systems. System controlled using custom built hardwired panels showing graphic of facility. Design of new CCTV systems and intercom systems to interconnect to the campus systems.

Genesee School, Rooftop Solar Photovoltaic Addition

This project includes addition of a 48kW rooftop solar photovoltaics system divided into a north and south array. The north array, pictured, utilized a Solardock (http://www.solardock.com/)non-roof penetrating mounting system. The south array utilized traditional rack mounting due to roof slope. Design included layout of photovoltaic modules, combiner boxes, inverter, grounding systems, disconnects, AC and DC feeder voltage drop calculations, and intertie into the existing normal power systems. Design also included interface with the serving utility for net metering.

Spokane Community College, Campus Fire Alarm System

Design of interconnects to existing campus fire alarm systems, providing annunciation and trouble reporting to a centralized headend. Interconnects consist of multi-strand, multi-mode fiber optic cable routed thru the campus ductbank system, terminated in service entrance cabinets, with patch cords to transceiver equipment mounted in existing data/telephone headend racks. Interconnects are then provided from each headend location to the respective building fire alarm control panel. Campus fiber optic cabling design also provided for expansion of the campus data network.

Spokane Community College, Building 7 Renovation

Design of electrical systems renovation for an existing 35,000 sq ft higher education facility, which supports the new Computer Services Department including UPS and generator backed emergency power systems for relocation of the campus server equipment to a dedicated computer room, design of the electrical infrastructure for multiple imaging devices including X-Ray, MRI, CT Scan devices for the Radiology Technology program, and electrical design for classrooms, offices, and conference spaces, and electrical design for the Student Health Center. The electrical system design consists specifically of campus 15 KV extensions, normal, generator backed, and UPS emergency power system design for NEC 700 and NEC 702 loads, interior and exterior lighting system design, network lighting control system design, fire alarm system design, data/telephone system design, audio/visual system design, access control system design, clock and program system design. Campus interconnects include design of copper and fiber optic interconnects to the existing campus infrastructure. This project recieved LEED Gold certification.

Benewah Community Hospital Addition and Remodel

Design of surgical core and PACU addition onto the existing 1950’s vintage facility, including remodel of existing space for an expanded LDR. Redesign included new fire alarm, nurse call and emergency power system which included extension into the existing hospital. Design services included:

Eastern State Hospital / Lakeland Village Campus Fiber Optic Interconnect

Design of campus ductbank systems extensions and interties including fiber optic cable interconnect between the two campuses. Fiber optic cabling consisted of single mode cable routed approximately 10,000lf between campuses and termination within existing data/telecommunications hubs. Pennell Consulting also provided electrical and security electronics design services for the other following projects for at the ESH, Lakeland Village and Westlake Campuses which include:

Harbor Crest Convalescent Center

With a tight design schedule, Pennell Consulting, Inc. was able to coordinate the extensive electrical installation requirements with the electrical contractor, and the equipment suppliers, coordinate with the Owner for connections to campus utilities and provide stamped design documents for pricing by the electrical contractor.

Due to the extensive pre-design coordination with the electrical contractor, this project was easily installed within the Owner’s tight construction schedule.

Holy Family Hospital, Surgery and Oncology Expansion, New Medical Office Building

This project includes a 42,000 square foot expansion of the surgery suites, new pre-operative and phase 2 post-operative facilities, and remodel of the Oncology Department. In addition, a new 4 story, 70,000 square foot medical office building was interconnected to the Oncology Expansion. Electrical design includes extension of existing normal and emergency power systems, extension of the existing fire alarm and nurse call systems, lighting, grounding, and provisions for future data/telephone, security, and CATV systems. Special design challenges included designing the Holy Family Cath Lab upgrade which utilized the same systems as the Surgery and Oncology Expansion and maintaining system continuity for the Cath Lab, and existing surgical suites.

Luther Park Assisted Living Facility, Sandpoint, Idaho

The Client’s development plans integrated independent living with a suite of assisted-living services on one site. This project combined these aspects into a 3-story, 86,000 square foot facility, which includes 53,000 square feet of congregate catered living apartments, 16,000 square feet of enhanced care and memory care living apartments, and 15,000 square feet of community space with commercial kitchen and dining spaces, community spaces, and a lounge and media center.

This project had a tight design schedule. Pennell Consulting coordinated the extensive electrical installation requirements with the electrical contractor and the equipment suppliers, coordinated with the Owner for connections to campus utilities, and provided signed electrical design documents for pricing by the electrical contractor.

Due to the extensive pre-design coordination with the electrical contractor, the project was easily installed within the Owner’s tight construction schedule and budget.

Westlake Fire Alarm and Nurse Call System Replacement

This project includes removal and replacement of the existing fire alarm and nurse call systems within a 140,000 square foot occupied psychiatric hospital located on the Eastern State Hospital campus at Medical Lake, Washington. Additional work includes new campus fiber optic copper cabling between the Westlake Hospital and Eastern State Hospital campus for connection of the fire alarm system to the ESH campus networked fire alarm system and fiber optic interconnects in support of new PBX equipment at both Westlake and the ESH campus.

SYSCO Food Services Facility, Post Falls, Idaho

Pennell Consulting teamed up with Environmental Services on this fast track design build project. The goal of the team was to provide the Owner with a 146,000 square foot facility ready for occupation in less than 8 months. Due to the extensive coordination, communications, and diligence of all team members, the facility was delivered on schedule and on budget.

The extensive pre-design coordination with the equipment suppliers and on-site verification helped to ensure that this project was easily installed within the Owner’s tight construction schedule and with minimal change orders.

The facility consists of dry goods and perishable storage areas, containing a perishable dock, perishable storage area, and frozen products area with 5 separate cooling zones.

The electrical system is designed for connection to a vehicle mounted emergency generator or the system can be modified to integrate to a future on-site fixed generator.

City of Spokane, Fire Station #4, Spokane, Washington

Fort Simcoe, Civilian Conservation Center, White Swan, Yakima, Washington

Project for the United States Department of Labor to design renovations for an existing 10,300 square foot Dining Hall which includes the Food Services and Culinary Arts programs, provision for temporary dining facilities and demolition of two existing 14,350 square foot Dormitories. The electrical portion of this project included a new service entrance, replacement of the existing switchboard, addition and replacement of existing panels within the Food Services portion of the building, connection of new HVAC and plumbing equipment, new kitchen equipment, dishwashing, and serving line electrical connections, new lighting, and receptacles. The existing fire alarm system was modified to provide new kitchen hood shutdown functions, and was renovated to include new devise for the dining hall. Additionally, new services and equipment connections were provided for temporary cooking trailers and dining facilities.

Riverfront Park Rotary Fountain, Spokane, Washington

William O. Douglas Federal Courthouse, Yakima, Washington

Project includes design of a fire alarm system replacement within a 60,000sf courthouse that is listed on the National Historic Register. Specific courtrooms are architecturally sensitive and required detailed requirements for device placement. Design challenges included device placement and conduit concealment around many of the historic architectural features, including the many beamed and coffered ceilings of the main courtrooms and hallways. Additional requirements included providing interface and auxiliary voice command center locations within the US Marshal's office to allow for supplemental notification and control during emergency situations.

Boeing Employee’s Credit Union, Call and Data Processing Center

This 30,000 square foot combined call center, data center and disaster recovery area accommodates over 100 workstations, a break area, kitchen, coffee bar and a large training facility.

Electrical systems including new main service electrical equipment, emergency power equipment, 750kW diesel emergency generator, and 400kVA UPS. Specialized grounding systems were designed to ensure resistance to ground for the MDF, IDF, and data centers was less than 3 ohms. Subsystems include integration of the fire alarm, data center AC and emergency power systems, to a centralized control and notification system. Electrical design also included lighting, power and communications systems and cable trays.

Qwest, Lewiston, ID Central Office

Toll, network, and 48VDC central service equipment upgrades required significant modifications to the normal and essential power systems. In addition to increasing the size of the electrical service, the network equipment to be installed required the service to be changed from 208 volt, 3 phase to 480 volt 3 phase. Along with the replacement of the essential power system generator, automatic transfer switch and switchgear, extensive communications interties were designed for the monitoring of the generator equipment from the remote Operations Center in Colorado. The existing fire alarm system was modified due to the extensive renovations of both building and HVAC systems. Supplemental grounding systems were designed to establish less than 5 ohms of resistance; on-site testing measured the ground resistance at approximately 2 ohms.

Sterling Savings Bank, Phase I, II Data Center

Phase I design consisted of normal and emergency power system additions for a 1,500sf data and check processing facility. Electrical system design for Phase I consisted of a 125kW diesel fired emergency generator connected to a 100kVA UPS and connections of lighting, power and HVAC systems to the generator and/or UPS systems. Phase II design consisted of normal and emergency power additions for a 1,330sf data center for bank operations. Electrical system design for Phase II consisted of a 200kW diesel fired emergency generator connected to two (2) redundant 80kVA UPS systems, and connections of lighting, power, and HVAC systems to the generator and/or UPS systems. Electrical design also included power and communications system cable trays.
